Telephone companies stand to profit from providing Internet access through high-speed modems called asymmetric digital subscriber lines. These modems can fine tune data to transmit only at the best frequencies. Phone companies must still grapple with the expense of this technology, however.

Germany's Deutsche Telekom has been plagued by executive resignations and alleged mismanagement. Deutsche Telekom Post Minister Wolfgang Botsch has been put under increasing pressure to open up the company's lines to rival carriers, a move that would break Telekom's monopoly.
