The China constituency: where are Beijing's America experts?
Article Abstract:
China must acquire a better grasp of the US political system if it truly wishes to improve its relations with a country where it no longer has a solid constituency. The US right has never taken well to Beijing, and the left abandoned it in the wake of Tiananmen Square, leaving only businessmen seen to have an agenda favoring China. Foreign policy in the US is largely determined by domestic theater, and the president does not exercise authority over a Congress increasingly disenchanted with China.
