The Clinton summit: national interest or self-interest?
Article Abstract:
US President Bill Clinton lacks a defined strategic objective. He seems uncertain about what he really wants for the US, and is not willing to pay the price of having clear goals. He has tried to link his domestic agenda with his foreign policy, and has placed emphasis on domestic issues such as drugs. In the case of his planned visit to China, a difficult decision will have to be made about whether this should go ahead or not. Whatever is decided, the US will have had to assume all the difficulties of making the decision without making any strategic gains.

Pres Bill Clinton has toresolve the issue of lifting US trade sanctions imposed on Vietnam and normalizing diplomatic relations with that country since Pres George Bush was unable to complete this task during his term. US businessmen want the embargo to end as soon as possible so that they can catch up with the international competition already established in Vietnam. International agencies such as the International Monetary Fund and World Bank also want the US to act soon so thatmultilateral aid can be granted to Vietnam.

The artful dodger: Clinton ducks tough choices on the Vietnam embargo
Article Abstract:
Bill Clinton's lack of support for Asian economic growth can be seen in his decision to continue the US embargo against Vietnam. Many believe that lifting the embargo would eventually create a middle class in Vietnam that could subvert the Communist Party's monopoly of power. Clinton is allowing US businessmen to compete for Vietnamese projects, but only if they use non-American money. As such, Clinton's policy on Vietnam hurts that country and his own.
