The cigar sector of the French tobacco market was dominated by cigarillos, which generated 95.3% of volume sales in 1997. The subsector continued to bolster growth of the cigar sector, indicating greater consumer reception of cigarette-style cigar products. The subsector's strong performance is the result of the introduction of innovative cigar products such as filter-tipped cigars and "lights" cigarillos touted as a more convenient and less harmful alternative. The growing popularity of high-quality has also helped bolster the sector, which suffered a volume decline of 33.3% over the 1993-1997 period.

Value sales of cigars in Italy increased 0.6% to L158 billion in 1997 over the previous year, accounting for only 0.8% of 1997 total value sales of the Italian tobacco market. This minuscule market share is even contracting, as the sector's market value share declined 0.4 percentage points between 1993 and 1997. These figures the relative unpopularity of cigars in Italy, a situation in direct contrast to other countries such as the US where cigars have been gaining favor due to fashion trends. The most popular cigar brand is the Toscano family brand from the State Monopoly.

Seita experienced a small decline in market share, but the company expects to revive its position with the introduction of seven new cigars in 1996.
