The threat of further sanctions has not convinced Bosnian Serbs' leader Radovan Karadzic to agree to the Lord Owen-Cyrus Vance peace plan, even though Serbian Pres Slobodan Milosevic requested it be signed. Most Bosnian Serbs are against the peace plan.

A map for peace
Article Abstract:
It is hoped that a plan to divide Bosnia-Herzegovina up into ten mostly autonomous provinces will stop the fighting there. The plan gives the Serbs more land than they had before the war started, but at least it may bring about a workable peace.

Article Abstract:
A peace plan has been formed to salvage the state of Bosnia-Herzegovina. The plan calls for it to be divided into ten provinces, each predominately either Serb, Croat or Muslim. The success of the plan depends largely on Serbian cooperation.
