The Jenkins recipe

Lord Jenkins has suggested proposals for electoral reform in the United Kingdom. His report recommends an AV-plus system by which candidates are listed in order of preference by voters whose preferences are redistributed. This allows votes for smaller parties to carry some weight. Voters also choose a 'top up' MP with seats distributed according to voting proportions. The prime minister, Tony Blair, has promised a referendum on this issue, and he is likely to favor the proposal, but there is not certinty that action will be rapid.

Article Abstract:
Elections in Hesse, Germany, have resulted in the defeat of the ruling coalition, and this has an impact on national politics. The balance of power in the upper house, or Bundesrat, has been altered. The government's plan for a change in citizenship law is likely to have to undergo a compromise. The Christian Democrats gained support in Hesse as a result of their opposition to the citizenship bill, and they used a petition to rally support aound this issue.
