The dangers of devolution

Tony Blair, prime minister of Britain, has carried out constitutional changes and devolved power to London, England, and Northern Ireland, Wales and Scotland. London is to select a mayor, but there has been a loss of goodwill due to the method used by Blair to prevent the Labor party selecting a candidate preferred by most Labor party members. Ken Livingstone win 54.9% of votes of London members of the party, and Frank Dobson won 35.3%, but an electoral college was set up which delivered a victory for Dobson.

British Prime Minister Tony Blair is worried that the referendum on Scottish and Welsh devolution will not draw enough voters, let alone gain majorities for passage. In the 1979 referendum, support for devolution dissolved late into the vote, and the same scenario could occur again.
