Welsh Assembly first secretary, Alun Michael, has resigned following the failure of the government to provide a guarantee that funds would be available to match funds promised by the European Union (EU). EU funds, granted because Wales is relatively poor, are only available if the national government also contributes. British prime minister, Tony Blair, had arranged to have Michael elected as first secretary, since he disliked the more popular choice of Rhodri Morgan, but Morgan takes over as acting first secretary.
