Article Abstract:
The first auction in Europe for third-generation mobile telecommunications licences began on Jan 12, 2000, when 13 bidders started to battle for five UK licences. Some of the bidders have considerable financial strength, and this means that one of the four existing mobile phone operators could be pushed to the sidelines in a bidding battle that is set to be fierce. The five UK licences will be issued for the period to Dec 31, 2021, permitting 20 years of commercial services from Jan 1, 2002. The Spanish government set a deadline of Jan 12, 2000, for sealed bids to operate one of the four Universal Mobile Telecommunications System licences put up for tender.

The first UK auction of licences for universal mobile telecommunications systems, or third-generation mobile licences, raised 22.5 billion pounds sterling, seven times the original amount expected. Other European countries may now follow the UK and auction their licences.
