The economic impact of falling oil prices
Article Abstract:
Judith Maxwell, in a report to the House of Commons Standing Committee on Finance, Trade and Economic Affairs, describes the probable economic impact of low oil prices over a sustained period of time. The projections are based on the base case, or middle range case, contained in the Council's Twenty-Second Annual Review issued in October 1985, with a change to the figure used for the price of oil. The projections contained in the original case have generally been followed over the past months. By changing the oil price figure used from $28.50 to $19, the following changes to the original case result: total output increases 2.3 percent by 1990; employment is higher; there is a reduction in the federal budget deficit from 4 percent to 3.9 percent of GNP in 1990; and the consumer price index will increase 2.3 percent annually to 1990.

Chairman speaks to Macdonald Commission
Article Abstract:
The chairman of the Economic Council of Canada, David Slater, addressed the Macdonald Royal Commission in late 1984 about the economic future of Canada. Slater emphasized the importance of planning 5-year national economic performance objectives in the areas of unemployment, inflation, productivity and growth; was opposed to protectionist trade legislation; and favored a free trade zone for North America. Joining Slater at the economic conference in Toronto, Canada were professors and past chairmen of the Economic Council, some of whom favored a free trade agreement with Japan. A Japanese - Canadian trade agreement would probably have to include the U.S., since America currently accounts for 70 percent of Canada's import-export commerce.

Article Abstract:
The Economic Council is researching the effects of liberalizing trade over the last twenty years in order to forecast the future for Canadian industries, and to assist the government in making proper responses. The research project is headed by Paul Gorecki. Through a question and answer format, Au Courant interviews Paul Gorecki to gain more information about the project, the results of which should be announced in 1988. Discussed areas include: the objective and focus of the project, the adaptation of manufacturing companies, overcoming trade barriers, the impact of foreign ownership, and Canada's ability to compete with the U.S. under liberalized trade conditions.
