Republicans newly in power in the US Congress are split over what some call isolationism and others consider a more practical unilateral approach to international affairs than what President Bill Clinton has produced. Members of the Cato Institute and the Heritage Foundation prefer lower defense spending, and they have considerable influence among congressional leaders. However, certain Asian issues draw strong Republican support, including reining in N Korea and aiding Taiwan and Hong Kong despite China's protests.

Republican Senator Robert Dole will have great influence over US foreign policy in his role as majority leader of the Senate. House Speaker Newt Gingrich will probably focus more on domestic matters. The chairs of the chief international affairs committees, Sen Jesse Helms and Rep Benjamin Gilman, have little actual power, and their committees will represent little in-depth knowledge of Asia. Other committee leaders, especially Frank Murkowski, Bob Packwood, and Mark Hatfield will probably have more influence.

On the offensive; Dole would toughen the U.S. stand in Asia
Article Abstract:
Presumptive US presidential candidate Robert Dole made a major foreign policy speech to draw distinctions between himself and President Bill Clinton that focused on Asia. Dole announced a controversial proposal of a Pacific Democracy Defense Program which would include the US, Japan, South Korea and Taiwan. Analysts note that included Taiwan in such a program would draw a sharp protest from China. Dole agreed with Clinton's support for renewing Most Favored Nation trading status for China.
