Democratic senator, Daniel Patrick Moynihan, emphasises that stability as experienced in the US and United Kingdom is a rarity world wide. This has implications for the impeachment of President Bill Clinton. Moynihan is both an academic and effective as a politician who has influenced policy on a number of issues. His forecasts have often been correct, for example he foresaw that the Soviet Union would collapse. He sees institutional stability as important and so there should be caution when carrying out impeachments.
