The long shadow: Tokyo stockmarket woes raise fears for 'real' economy

Japan's monetary policy, which was intended to ease inflation, is blamed for the 1992 bearish stock market situation. The downward trend is expected to have negative effects on bank lending, businesses and the economy in general. Unless reforms are implemented immediately to remedy the stock weakness, investment trusts, insurance premium bonds and other forms of investments will continue to be redeemed. The Japanese Liberal Democratic Party's Policy Affairs Research Council and other government agencies are studying several options to revive the stock market.

Japanese stock brokers are downgrading forecasts as they realize the impact of a declining stock market in Tokyo, Japan. The four largest brokerages expect a flat profit and one of these even forecasts a huge loss. Japan's second-tier brokerages also expect losses throughout the year while the smaller firms are likely to suffer more. This situation has been largely attributed to Japan's bubble economy which led to artificially high demand levels. To keep costs in line with revenues, salary cutbacks and branch closures are being considered.

Japan has drawn up a plan to arrest the unabated downturn in the Tokyo stockmarket. The 12-point assistance plan involves putting moral pressure on Japanese banks to minimize their selling of stocks. It also does away with existing regulation that bars banks from paying dividends equivalent to more than 40% of their net profits. It has been observed, however, that the best remedy to the situation is for both the public and private sectors to go on a full-scale share-buying activity as a way of aggressively pushing up prices.
