Article Abstract:
Luxembourg believes that European Commission proposals to harmonize European banking practices and to tax certain types of bank deposits threatens its economic survival. Luxembourg officials have vowed to fight any proposed changes that will detract from the attractiveness of its $200 billion banking industry, which is characterized by tight bank secrecy. Luxembourg, with its highly developed investment funds and portfolio management services, is uniquely posed to compete in an open, competitive financial services market following the opening of European capital markets in 1990.
