Germany's new chancellor, Gerhard Schroder, stressed that he supported improvement, but he did not want to change everything. Schroder is not a rhetorical master, which makes him similar to his predecessor Helmut Kohl. However, Schroder's power to determine Germany's future may not be as firm as Kohl enjoyed during his 16-year tenure.
