North Korea is refusing to allow inspectors into two sites which may hide nuclear weapons because South Korea is participating in a US defense exercise called Team Spirit. Relations between the two countries were improving in 1992 but are now at a low.

The North and South began diplomatic relations in September 1990, in an attempt to ease tensions that have existed since the Korean War. North Korea president Kim Il Sung is an adamant obstacle to economic reforms and better relations with the South.
