Overdevelopment in Shanghai's and the Pudong area's commercial real estate market has resulted in steep declines in rents and soaring vacancy rates. Landlords have had to cut rents up to 30%, and many are stuck with empty buildings. The demand for office space has grown, but development has outpaced it. Tenants complain that many of the buildings are not up to international standards as well. The housing market for expatriates is also experiencing declining rents and vacancies. The domestic housing market is now considered most attractive to investors.

It has become increasingly common for township enterprises in China to be privatized as efforts are made to revive the country's rural industry. These enterprises account for 30% of China's industrial output, and their success or failure is therefore vital to the country's economy. The government is strongly supporting the privatization of township and village enterprises that have become unprofitable, aware that this is a key way of preventing a further rise in rural unemployment, which is already at very high levels.
