Article Abstract:
Congress will find cutting discretionary spending and entitlements to lower the budget deficit very difficult. Subcommittees made of legislators with varying political objectives must resist pressure from special interests and lobbyists. Plans giving the states responsibility for welfare are described.

Constitutional limitations on government borrowing would not be effective in managing the federal deficit. The deficit brings some benefits, such as encouraging private saving. Most governments tend to have budget deficits, and a budget surplus is rarely achieved.

Congress is coming close to gaining the two-thirds vote needed to pass the 27th amendment to the Constitution. It is doubtful that it will be effective, as Congress can repeal an amendment it believes is too strict.
