Article Abstract:
Russia is seeking aid from the International Monetary Fund (IMF) to support the Russian ruble. Indonesia was not supported when it had similar problems in 1997, and Russia may waste the money. Russia has failed to carry out economic reform, and the government of reformers may not retain power even if the IMF and other institutions do provide aid. Russia is politically fragile and the collapse the the ruble could lead to a rise in power for anti-reformers and xenophobes. Russia does have a reformist government, and there are geopolitical considerations which may justify IMF aid.

The International Monetary Fund bailout plan for troubled Asian economies may help prevent a global economic crisis, but it could also foster irresponsible behavior by Asian businesses and governments. The bailout might encourage more risky investments and economic policies.
