Japan's economy may be deteriorating, but the situation needs to get much worse to enable prime minister Junichiro Koizumui to achieve his ambitious reforms. Koizumi is popular, but as yet the Japanese people do not have the feeling of crisis needed to produce the painful reforms which are necessary.
