Article Abstract:
Piracy was once a serious problem, and is again increasing in Asia where 66 crew members were killed in 1998. Much piracy is opportunistic and carried out by gangs at night in speedboats. There is also increased involvement by crime syndicates in piracy, and corrupt customs officials may also be involved. Syndicates from mainland China, Hong Kong, the Philippines and Indonesia are able to carry out piracy regularly. Marine Risk management is one company offering protection against pirates.

Article Abstract:
Pessimistic observers overstate the threat that increasing globalization is undermining the authority of governments. Although economic integration is increasing in the global economy, there is still no global market for capital. In spite of integration, people are likely to still value public goods.
