The sewage war
Article Abstract:
Many observers have expressed reservations about the effectiveness of the North American Development Bank (NADB), which was created in 1995 to identify and fund viable schemes to improve water supply and deal with solid and liquid waste along the border between the US and Mexico. The NADB itself argues that great care must be taken to avoid wasting money on schemes that subsequently prove misguided, and denies that it has reserves of $8 billion. In fact, its current capital is $450 million, with a further $2.55 billion in callable funds.
