The ticking bomb: Cuban refugees

The more than 25,000 Cuban refugees detained in camps at Guantanamo Bay and in the Panama Canal Zone are a growing problem for the US and Pres Clinton. The US is distributing 25,000 exit visas per year to Cubans, but an agreement with Fidel Castro restricts them to current residents of Cuba.

A package for Cuba
Article Abstract:
Many charities and Cuban American groups are circumventing the US embargo of Cuba and are getting charitable aid to their families there. Many Cubans are opposed to this though, thinking it may keep Fidel Castro in power longer if conditions there improve.
