Article Abstract:
Bulgaria and Romania have sought to join the European Union (EU) and North Atlantic Treaty Organization (NATO), and claim that they tend to be neglected by western politicians unless there is a particular crisis. The crisis in Kosovo, Yugoslavia, has led to attention being focused on these two countries, and their links with NATO have strengthened. Both face problems in preparing to join the EU, such as civil services that are inefficient and overstaffed. Bulgaria is making more progress than Romania in some areas such as privatizations.

The electric car's Achilles' axle

A consortium consisting of the automobile industry and various public and private agencies are embarking on a four-year, $262 million program to research making electric car batteries more efficient. Poor battery technology is all that prevents electric cars being as efficient as gas-powered cars.

Achilles and the tortoise: X-ray lithography

Silicon chip makers are planning to use X-ray lithography to etch chips with more information, but the process is expansive. A synchrotron electron accelerator is needed to generate the microwaves, and such equipment costs over $20 million.
