Financial institutions may flee London to Pairs or Frankfurt if Britain opts out of the single European currency, due to go into effect in 1999. The planned Trans-European Automated Real-Time Gross settements Transfer system (TARGET) may shut non-monetary-union banks out of its payment network.

The Jan 10, 1995 Japan US agreement to open Japanese financial markets to foreigners is encouraging and lifts hopes for a global trade agreement in financial services. However, US threats to close markets to emerging countries that do not first open theirs seem counterproductive.
