A new pattern is likely to emerge in world politics, and this may involve a greater evenness of competition across the world compared with the two-power confrontation of the cold war. Atlantic forces could retain a key role if they can preserve unity. The US is not likely to become isolationist if the alliance ends, and is likely to seek to retain links with Japan. The role of China as an emerging power is also important in shaping the new geopolitics. China does not have to be pugnacious as it gains strength.

The thing that won't go away
Article Abstract:
The view that the state is becoming less important so conflict less likely has been undermined by conflict in Kosovo, Yugoslavia. The role of the state has changed as trade has increased, but state boundaries are still important. Capital has become more mobile, and this has meant some restrictions in terms of economic policy, but the state still has authority. The state is also the only body to be able to control organized armed force, and its power has yet to be seriously challenged.
