The plan for a Welsh assembly had the backing of 50.3% of voters in a referendum. The leaders of the United Kingdom Labor party have ensured that a supporter, Alun Michael, will lead the Assembly, in opposition to Rhodri Morgan, a more independent-minded candidate who appeared to have the backing of the Welsh Labor Party. The other parties involved in the election are the Welsh nationalists, Plaid Cymru, the Liberal Democrats, and the Conservatives. There is a new voting system, and Michael can only lead the assembly if he secures a top-up seat. It is not certain that he will do so.

The United Kingdom Labor Party will elect a leader in Wales on Feb 20 1999, and the party leader in Wales is also likely to be leader of the new Welsh assembly. The UK party leader, Tony Blair, prefers Alun Michael to Rhodri Morgan as Welsh leader, though Morgan has more support among ordinary Labor Party members in Wales. Michael may become leader since the leadership election takes place through an electoral college with rules that favor him. Labor union leaders favor Michael, and their votes carry weight, though their members tend to favor Morgan.
