Time to turn off the tap?
Article Abstract:
Capital controls have been imposed by Malaysia and are seen by some politicians as a rapid way to reduce interest rates, stabilize currencies and strengthen stock prices. Controls were commonly used the the 1970s when there were restrictions on foreign currency taken out by tourists, but they were abandoned as free markets became more popular in the 1980s. Their side effects include deterring foreign investment and they can also foster corruption where bureaucrats can decide who is exempt.

The battle royal for Brazil's real
Article Abstract:
Brazil is seeking to stabilise its currency, the Brazilian real, which has been under pressure following the Asian financial crisis. A stable and strong real has helped curb inflation, but has also brough high interest rates and budget and current account deficits. Brazil has increased interest rates further which may stem capital flight and help the real. The government also has to tackle the budget deficit, and Brazil is likely to be hit by recession in 1999.
