Arcelor S.A. of Luxembourg is under a hostile takeover bid from Mittal Steel Company N.V of the Netherlands. Luxembourg is against the takeover and part of a larger undercurrent that promotes economic nationalism in Europe. European Union policy promotes cross-border acquisitions.
