Chris Patten's proposed reform of the constitution for Hongkong goes too far in the direction of independence from China. The changes would favor democracy for two years until China takes over, and the result would only be to antagonize the Chinese in the transition period. The Chinese must save face in the transition, and Patten's proposals do not consider this.

Chris Patten's proposed reform of the constitution for Hongkong does not go far enough in the direction of independence from China. The proposals favor democracy by expanding the voting constituency, but their effect would be modest reform. Hongkong must establish a strong democracy before it unites with China in 1997, for democracy is essential to its identity.

Article Abstract:
Chris Patten's proposed reform for the constitution of Hongkong is just about right in its independence from China. It does not give democracy but it does extend the franchise to more citizens. China will not allow democracy, so the reforms are necessary to maintain some form of popular control over the bureaucracy which will govern Hongkong after 1997.
