The United Front for the Liberation of Oppressed Races (Fulro) has been fighting against Vietnam's communist government for over 17 years under the delusion that their founder, the late Y'Bham Enoul, would return to lead them. Enoul was killed by the Khmer Rouge in 1975 and since then most of the soldiers have been killed or jailed. The ones who remain are in the jungles of eastern Cambodia and are in danger, as all parties involved in the Cambodian peace process want them to disarm and return to Vietnam. The Fulro soldiers, however, have refused to disarm till they get word from Enoul, or till his death is confirmed by the United Nations.

Difficult birth

Cambodia's first free election, held under auspices of the UN Transitional Authority in Cambodia (Untac) on May 23-28, 1993, attracted a surprising 90% of registered voters. Funcinpec, the pro-royalist party, was ahead by Jun 1 with 42% of the vote while the ruling Cambodian People's Party (CPP) had 37% after it had initially led. CPP charged that fraud marred the balloting and may reject the outcome. However, Untac and several foreign nations endorsed the election as fair. Continued CPP rejection may compel Funcinpec to ally itself with the Khmer Rouge and Prince Norodom Sihanouk.

The forgotten army
Article Abstract:
The Front for the Liberation of Oppressed Races (Fulro), a Montagnard guerrilla army based in the Vietnamese Central Highlands and the Cambodian province of Modolkiri, has waged war against the communist government of Vietnam for the past 17 years. The United Nations Transitional Authority for Cambodia (UNTAC) has been asked to disarm this group and provide political battlefield until they receive directions from their president, the late Y'Bham Enoul, who, they believe, is living in exile in Paris.
