A security pact between Australia and the US may reassure Canberra's regional allies but many experts there doubt its value for their own country, which has a long-standing policy of self-reliance. The pact, signed at ministerial talks in late July 1996, calls for regular joint military exercises, a permanent logistics support team, and upgrades in the US spy systems at Pine Gap. Some scholars contend Australia is too small to develop the new technologies for missile defense warfare, but others say it should avoid others' fights.
