Under the leadership of mayor Yuri Luzhkov, Moscow has been greatly renewed and become Russia's financial as well as its political capital. St. Petersburg has not fared quite so well, and its mayor Anatoly Sobchak faces a tough reelection struggle.

A referendum planned for Apr 11, 1993 may untangle the constitutional woes which have gridlocked Russian politics since mid-1992. Pres Boris Yeltsin hopes the new constitution will empower his weak, 1936-vintage presidential office.
