City and municipal governments and not the federal government will be responsible if privatization efforts in Russia are to succeed. The city of Nizhny Novgorod, formerly Gorky, is introducing innovative reforms that is furthering privatization there.

Russia is issuing vouchers to citizens that will enable people to buy shares in companies being privatized. These share vouchers can be sold for cash, which may produce problems. This plan has a strong chance of failing.
