Japan can copy, but will it reform?
Article Abstract:
Japanese economic policy makers are making a welcome shift from an excessive and almost total reliance on Keynesian economics in acknowledging the need for structural reform. However, the government will most likely ignore core reform issues, such as a metamorphosis to a more streamlined, more transparent bureaucracy. It will probably address only the relatively easy areas of reform, especially those whose enforcement is facilitated by public expenditure. This approach will likely make for tangible progress only in the short and medium term.
