U.S. role on rights reversed: UN committee members criticize Washington's record
Article Abstract:
The longstanding US practice of reporting on other countries' human-rights records was inverted recently when it submitted its first internal report to the UN Human Rights Committee. The delegation then received heavy criticism from many committee members, largely for the reservations it made when acceding to the Intl Covenant on Civil and Political Rights in 1992. Retention of the death penalty, especially for some under age 19; excludable aliens rules; and lack of firearms controls were also points of criticism.

Rough justice
Article Abstract:
There is widespread corruption within the Chinese judiciary, and this is having a negative impact on efforts to establish a legal system to support the country's developing market economy. The government has sought to implement judicial reform, but still sometimes appoints people to top jobs in the judiciary who have no judicial experience at all. Corruption within the judiciary is fostered by the poor status of judges, lack of training and low salaries.

Philippines' taxing problem: tax reform is a prerequisite for tackling other issues
Article Abstract:
Graft and an inequitable and inefficient tax-collection system are robbing the Philippines of the revenue needed to institute reforms and invest in development. Tax reform has become an urgent priority, and a bill that the Congress will consider after May elections would broaden the tax base while simplifying the system. It would establish three tax brackets to replace the current 10 or so, and reduce tax rates to lower the incentive for evasion.
