Article Abstract:
Brazilian universities face strong demand which they cannot meet. The government aims to expand private sector provision since fiscal constraints mean that public sector universities cannot be expanded enough. Students have faced a reduction in aid from the government since 1997, but the government is seeking a World Bank loan to replace the aid that has been cut. Fees may be introduced by public sector universities over the long term. The government also plans to change the funding system to one based on numbers of students and course types at each university.

No ivory towers
Article Abstract:
Canadian universities are developing links with business in response to reduced transfer payments to provincial from federal governments which has in turn meant less available from provinces for universities. Universities have sought to gain research funding from companies and have made a number of deals. University of British Columbia has selected Canadian Airlines for its official carrier, while Royal Bank is the only bank at the university's campus. Universities are also raising fees, a trend that is likely to continue.
