Supporters of UK membership of the single European currency are already beginning to campaign in advance of the referendum on this issue that they anticipate will be held soon after a second election victory for the Labour party. There are growing signs that the government itself is making loose links with the pro-membership campaign. Similarly, those opposed to UK membership of the single European currency are beginning to put across their point of view more forcefully.

German finance minister Theo Waigel has resorted to two gambits to squeeze Germany under the austerity rules required by Maastricht: revaluing gold reserves at current prices, and selling Deutsche Telekom stock. He risks letting others, including Italy, flout the rules, endangering the process.

The implementation of the Maastricht Treaty, already postponed from 1997 until 1999, may again be stalled. Germany wants to make the treaty's budget goal of 3% of GDP or smaller deficits a strict standard for EMU participation. Other major impediments to Maastricht are also analyzed.
