Under the gun: spectre of Muslim rebellion again looms large

Talks in the Philippines between the govt and Muslim rebels have reached a delicate stage where they can seemingly go neither forward nor back, making war likelier. Nur Misauri and his Moro National Liberation Front have been in remarkably smooth talks on the Tripoli accord, signed in 1976, which promises the govt's help in turning 13 of the Mindanao's 21 provinces into an autonomous region. The govt says a plebiscite is needed, but the Muslims know they would lose it, and other groups stand ready to brush Misauri aside.

The Moro Islamic Liberation Front (MILF) is seeking to make parts of the Mindanao region of the Philippines into an independent Islamic state. It is undertaking extensive political and military activity in the run-up to national elections in May 1998, and it has not been possible for the government to negotiate a permanent peace settlement. It has already gained control over around a tenth of the region, forming an almost independent enclave, and is becoming increasingly confident.

To fight or not to fight: Muslim groups espouse contrasting doctrines
Article Abstract:
Nonviolent Islamic movement Tableegh Jumaat and the radical terrorist group Abu Sayaff have both fueled the growth of the two leading Muslim groups in the Southern Philippines. The Moro Islamic Liberation Front and the Moro National Liberation Front both disavow Abu Sayaff, but both are thought to at least tolerate it. Both also consider Tableegh Jumaat to be potentially helpful in recruiting new members by spreading fundamentalist ideals.
