Article Abstract:
Human Rights Watch organization released a study that accused the UN of failing to prevent violations of human rights in Iraq, Somalia, the former Yugoslavia and especially in Cambodia. UN Sec-General Boutros Boutros-Ghali and Yasushi Akashi, head of the UN Transitional Authority in Cambodia (Untac), were singled out for blame. The group castigated Untac for doing nothing about political murders committed in Cambodia by both the Khmer Rouge and the Phnom Penh government.

Article Abstract:
The timetable for the 1993 Cambodian elections may be disrupted due to budgetary problems. The US$2 billion allocated by the United Nations for Cambodia is in doubt due to the Security Council's decision to maintain a peacekeeping force in Yugoslavia, an operation which will have a budget of US$634 million. Western nations are inclined to give precedence to settling the Yugoslav civil war rather than the scheduled Cambodian elections.

Cambodia is going through its third election since the U.S. helped launch the electoral system. Experts hope that this election will be free of violence.
