Czech Republic: The European Union (EU) is ready to provide Czech agriculture and the country with 1-2 bil Kc per year. The Czech Republic should receive the finances within the special pre-admission programme Sapard. The finances are intended mainly for investment. A precondition is that the Czech Republic should have necessary laws by 2000. The laws will allow to transfer public finances to private entrepreneurial entities. Besides, the Czech Republic has to make a plan on the development of the country. The plan will be proposed by the Ministry for the Local Development of the Czech Republic and the Ministry of Agriculture of the Czech Republic. Czech agriculture receives subsidies of about 10 bil Kc per year from the state budget.

Freer agricultural trade is coming irresistably to Asia and the rest of the world in response to rising consumer demand and waning rural political influence. As multilateral trade in manufactured goods becomes freer, it should expand to include agricultural goods, which rising incomes and urbalnization are making available in Asia. Concepts of self-sufficiency in food are largely outmoded, a fact that the pressures of regional, bilateral, and multilateral trade processes recognize.
