Vietnam struggles between vision and reality
Article Abstract:
A host of problems continues to plague Vietnam's planned transition from central planning to the marketplace. The country is having difficulty absorbing the huge amounts of foreign investments that have begun arriving since 1994. Reform has likewise slowed, with officials reluctant to make sacrifices in overhauling inefficient and unprofitable state enterprises. Furthermore, corruption, red tape and disregard for the law are discouraging potential investors.
