Article Abstract:
British people living abroad forfeit certain rights, and they could lose more rights if new plans become law. Their pensions are not raised in line with inflation unless they are within the European Economic Area, and they may lose voting rights after 10 years instead of the 20 years that has been the limit since 1989. People living abroad are seen as more likely to vote Conservative, though numbers of voters are small, amd this restriction would probably have little impact on elections. There are also plans to prohibit political donations from non-voters, which could affect contributions to the Conservative party.

Article Abstract:
The Committee of Standards in Public Life has made recommendations to ensure that the neutrality of the civil service is not undermined by reforms of the British government. Civil service head, Richard Wilson, has made a number of proposals for reform, including the recruitment of more ethnic minorities and women, and improved staff incentives and business planning for the civil service. Meanwhile, the standards committee wants to restrict numbers of special advisers and regulate their behavior by law.
