WHITE PAPER ON RAILWAYS REFLECTS BLUE MOOD
Article Abstract:
A White Paper on the Railway Projects has revealed that a number of projects by the Indian Railways for 1998 were announced without considering their economic viability. The railway projects are said to be witnessing cost and time over runs following a fall in the budgetary assistance, increase in the cost of borrowings and the policy restriction against rise in fare and freight rate. The Paper has asked for a differentiation between commercially viable and non-viable projects. The railways proposes to take up 206 projects worth Rs43,769.77 crore during 1998. Of this, Bihar gets 25 projects worth Rs3995 crore. Assam will attract an investment of Rs2,365 crore. The railways proposes to undertake the first phase of the Delhi Metro Rail project worth Rs4,860 crore, the first phase of the of the Pune LRT worth Rs1000 crore and the Rs2,500 crore ELRTS project of the Bangalore Mass Rapid Transit Ltd. It has set aside Rs9,500 crore for 1998-99 (Rs8,403 crore during 1997-98). (ag)

ANNUAL PLAN 1999-2000 - RAILWAYS
Article Abstract:
The Plan outlay for 1999-2000 has been increased by Rs945 crore over the revised estimate of 1998-99 to Rs9700 crore. The outlay on Track Renewal Plan Head has been increased by 19 percent over the revised estimate of 1998-99 to Rs1500 crore while the allocation under Signal & Telecommunication Plan Head has been raised from Rs325 crore to Rs375 crore. The allocation for doubling of track has been increased by 32 percent from Rs472 crore to Rs625 crore. An allocation of Rs300 crore has been made for speeding up the progress of metropolitan transport projects in Calcutta, Chennai and Mumbai. An allocation of Rs600 crore has been made under the Plan Head New Lines to extend rail network to new areas of the country while a provision of Rs645 crore has been made for gauge conversion in 1999-2000. NEW PROJECTS - RAILWAYS

The Indian Railways has projects pending which involve a total outlay of Rs34,000 crore. Out of this, new line projects involve an outlay of Rs20,000 crore while gauge conversion projects need an expenditure of Rs9,000 crore. The Railway Ministry has allocated funds for various projects on the basis of operational requirement and the need to develop backward areas. The necessary clearances have been given to many projects, which include new lines from Koderma to Giridih, Macherla to Nalgonda, Diphu to Karong, Chandigarh to Ludhiana, Taran Taran to Goindwal, Bangalore to Satyamangalam and Bidar to Gulbarga.
