Internet gambling has been criticized as similar to crack cocaine, and as attracting college sudents and minors. There are also allegations that money-laundering is carried out at some virtual casinos. Gambling is a highly regulated activity and has tended to be local, with heavy taxes often imposed as a condition for licenses. Technological change has meant that gambling can escape former constraints, and cross-border gambling could bring major changes. Most tax havens permit Internet gambling.
