Article Abstract:
Western European economies are likely to see a modest recovery in 1997 despite tighter fiscal policies. There is concern that growth is slowing and interest rates may need to be reduced. Growth prospects appear better in Germany following encouraging data on manufacturing orders and industrial output. The French and Italian economies are showing weaker economic growth. Spain has seen steady growth in services but has seen a drop in industrial output. Investment and exports will have to rise in Europe if gross domestic product is to recover in 1997.

The western part of mainland Europe saw a slowdown in economic growth in 1995, and there are still negative signs in 1st half 1996. Unemployment has increased in France and Germany, corporate failures are at a high level, and job insecurity is affecting consumer sentiment. Restrictive fiscal policies have been implemented to prepare for monetary union. This affects real growth of gross domestic product. Loose monetary policy is needed to offset the impact of tight fiscal policy.
