Article Abstract:
The International Monetary Fund (IMF) is considering its future role after experiencing frustrations connected with the Thai financial crisis. The IMF warned the Thai government about the looming problem in May 1994 and Jul 1996, but the government did not heed the advice. IMF staff feel frustrated about their lack of power and about the unsupportive conditions in which they often have to work, and they are calling for the IMF's work to be more public. The IMF has found new purposes for itself on a number of occasions in the past, particularly at times of crisis.

Ever so careful: China cautiously extends the renminbi's convertibility
Article Abstract:
China's decision to make the renminbi fully convertible nationwide for trade transactions marks a milestone in financial reforms, though it will have little practical impact on how foreign companies do business there. Capital- account transactions, however, remain fully controlled. New rules offset the liberalization, as well, demanding annual hard-currency audits of foreign firms, requiring them to transact all currency trades through a single bank, and insisting they sell everything beyond an ill-defined limit to the banks.

See you in court: in China, some newfound respect for copyrights
Article Abstract:
China has begun to strengthen its intellectual property laws, as shown by court rulings in favor of plaintiffs, a new software copyright agency, and the dearth of pirated CDs on the streets. However, while Chinese as well as foreigners are turning to the courts, few judgments come close to the damages suffered, or to awards in other countries. Up-front court fees and judges who, as members of the Communist Party, feel compelled to toe the line, are further problems, compounded by the need for connections.
