The collapse of Afghanistan's Taliban regime means the US must decide which direction its foreign policy and war on terrorism should move in now. second phase could include attempts to bring down Iraqi Pres Suddam Hussein, but it is unclear how this would affect the Middle East peace process.

Stage one almost done, time to start planning stage two
Article Abstract:
The US government is now planning for the second stage of its war against terrorism. Aims still include the overthrow of Afghanistan's Taliban regime and the capture of Osama bin Laden, but the US is also looking to encourage state sponsors of terrorism, possibly Iran, to reform.
