Article Abstract:
There were 62 separate states in 1914, and this had risen to 74, and there are 193 in 1999. The role of the state is changig, and there have been other changes such as the end of the cold war, and a move away from command economies. The world has still not become uniform. The changes in the 1990s could result in major shifts by 2050, and this depends on whether the changes have been fundamental. There are new types of conflict, as has been illustrated by war in Kosovo, Yugoslavia.

Article Abstract:
The 21st century may be the era of direct democracy, when voters, rather than elected representatives, decide on the law of the land. Referendums are used by many US states, and few countries have tried national referendums. Only Switzerland uses the referendum system at all levels.

Democracy crumbled during the 21st century despite the conquest of communism at the end of the 20th century. Economic rivalry between the US, Europe, and Japan was partially to blame. Also to blame was the growth of nationalism, interventionism, and the growth of China.
