Widening the European Union - but not too fast

There are plans to expand the European Union (EU), but the date when this is to occur has been postponed. There is no agreement on when new entrants should be admitted, and there has to be agreement among EU members before expansion can take place. Preparatory talks have begun with the strongest candidates, though there have been protests from the weaker candidates such as Latvia, hoping for early admittance. Latvia could be invited to join the other first wave candidates in 1999, while two of the stronger candidates, Slovenia and the Czech Republic, have been criticised for lack of progress.

A new pace?

The case for membership of the European Union (EU) is meant to be on objective grounds, with Hungary among the strongest contenders using criteria related to legal, political and economic systems. Yet this has changed since the war in Kosovo, Yugoslavia, and there is pressure for Romania and Bulgaria to be rewarded for their role in the conflict. There is also pressure to permit Slovakia to join the EU for political reasons. Problems will arise if too many countries are allowed to enter the EU, and if the political issues are ignored.
